2008 - 2009 Award Ceremony

 

Jean Monnet Scholars of the 2007-2008 academic year who returned to Turkey after completing their programmes successfully, received their Award Certificates from Mr Egemen Bağış, Minister for EU Affairs and Chief Negotiator and Ambassador Marc Pierini, Head of the Delegation of the European Commission to Turkey at a ceremony on 29 June 2009 at the Anatolian Civilisations Museum in Ankara.

During his speech at the ceremony Minister Egemen Bağış described the Jean Monnet Scholarships as “One of Turkey-EU relations’ most exciting and colourful dimension” and mentioned that 100 young Turkish citizens would be receiving a scholarship next year. Minister Egemen Bağış also invited Ministers and Public Sector Officials to encourage and enable young civil servantsl working in the sector to apply for these scholarships.

During his speech Ambassador Marc Pierini said ”This is yet another commitment on both sides to enhance the capacity of Turkey's public and private institutions to mobilise their best human resources in the challenging process of EU accession preparation. These young experts can contribute to the accession process by sharing their expertise and knowledge. Because now, as a scholar once told me, they ‘have the ability to see the issues from both a Turkish and an EU perspective’.”

Welcome to the web site of the “Jean Monnet Scholarship Programme” in Turkey.

Within the framework of Turkey’s aspirations for full membership to the EU, Jean Monnet Scholarship Programme, a project funded by the European Union (EU), aims to support Turkey’s administrative capacity building efforts for the effective implementation of the EU acquis, through enhancing its human resources in the relevant disciplines.

The Jean Monnet Scholarship Programme which started under an agreement signed between the Turkish Republic and the European Commission in 1989 is one of Turkey’s most long established and prestigious scholarships. Within the scope of the scholarship, Turkish officials, students, academics and private sector employee are supported to pursue a postgraduate degree or a research for no longer than one year. Jean Monnet Scholarships, as one of the most important human bonds between Turkey and the EU, offers to Turkish nationals from different sectors the opportunity to enhance their knowledge and skills on EU acquis as well as the opportunity to experience life in Europe.

There have been several technical changes in the administration and financing of the Jean Monnet Scholarships in line with the developments in Turkey-EU relations. In view of these changes, the programme can be defined in three separate phases.

  1. Jean Monnet Scholarship Programme (1990 – 2002)
  2. Extension of the Jean Monnet Scholarship Programme (2002 – 2006)
  3. Continuation of the Jean Monnet Scholarship Programme (2007 and thereafter)

Following the decision to finance the Jean Monnet Scholarship Programme from the Turkey – EU Pre-Accession Financial Co-operation funds, there were significant changes in the organisations responsible for administration of the programme, in applicable rules and in resources as a result of which no scholarships were granted for the 2006-2007 academic year.

During the current period which is referred to as Phase III of the Jean Monnet Scholarship Programme, the project is implemented by the Secretariat General for EU Affairs as the beneficiary of the programme and like other EU funded projects the Contracting Authority is the Central Finance and Contracts Unit.

Final and ultimate decisions regarding every stage of the programme, from determining the application criteria to placement of the scholars on suitable programmes, are taken by the Jean Monnet Joint Committee, which operates as the steering committee of the project. Current members of the Committee are the Ministry of Foreign Affairs, the Secretariat General for EU Affairs, the Central Contracts and Finance Unit and also the European Commission Delegation to Turkey who attend as observers. The Jean Monnet Joint Committee meet regularly under the chairmanship of the Secretariat General for EU Affairs and operate as the ultimate and final deciding body in determining issues such as conditions for applying, selection criteria, study areas, suitable programmes, tuition fees and award grants.

The Jean Monnet Placement Agency which has the responsibility of providing technical assistance to the Secretariat General for EU Affairs is equipped and ready to provide support to Jean Monnet Scholars and to candidates interested in applying for an award.

The main objective of this web-site is both to offer information and publish related announcements about the Programme and to strengthen the communication between all Jean Monnet scholars.
