About Scholarship Programme

Jean Monnet Scholarship Program, as one of Turkey's longest and most prestigious project, have been carried out with an agreement between the Republic of Turkey and the European Commission in 1989.

Within the scope of the program, selected scholars are granted the right to do research or postgraduate studies in a university or equivalent institution in the EU member countries for a period of at least 3 to 12 months. Jean Monnet scholarships are allocated to studies on EU-related issues within the framework of Turkey's EU harmonization process.

With these scholarships, knowledge about Turkey's EU acquis is strengthened human resources, so that the acquis is to contribute to the creation of the necessary administrative capacity for effective implementation. Scholars have increased their competencies in the field that they study, and their perspectives on the functioning of the EU are expanding. Jean Monnet Scholarship Program also includes the development of civil society dialogue between Turkey and the EU, developing academic relationships between countries and building bridges between Turkish and European colleagues.

Jean Monnet Scholarship Program is carried out by the T.C. Ministry of Foreign Affairs, Directorate for EU Affairs in cooperation with the Ministry of Treasury and Finance, Central Finance and Contracts Unit (CFCU) and the European Union Delegation to Turkey. 

The application and evaluation process of the program is the responsibility of the Central Finance and Contracts Unit. The scholarship agreement is signed between the Central Finance and Contracts Unit and awarded scholars. Directorate for EU Affairs and the Central Finance and Contracts Unit carries out all the work mentioned above, with the approval of the European Union Delegation to Turkey.

Application Process

  • Announcement of the JMSP is made once a year.
  • Applications to be submitted via hand delivery or post/courier to the Central Finance and Contracts Unit till the deadline specified in the announcement.

Selection Process

  • Applicants who submit valid and compliant application documents are entitled to take the written exam.
  • List of award holders are determined according to their written exam scores and sectoral quotas in terms of success ranking.

Amount of the Scholarship

  • Tuition fees
  • Living expenses (accommodation, meals, communication, local transportation, cultural activities, etc.)
  • Fixed amount (for various expenses such as passport, visa, travel, registration with local authorities, books/thesis, study visit, health and insurance, any tax liabilities and similar expenses)
